Los Angeles Puts The LID On Stormwater Pollution

The Los Angeles City Council has unanimously passed a landmark Low Impact Development Ordinance (LID).
Curb inlet and infiltration basin in Downtown LA--Hope Street and 11th Street
Developed by the Bureau of Sanitation in collaboration with community members, environmental organizations, business groups and the building industry, LID calls for development and redevelopment projects to mitigate runoff in a manner that captures rainwater at its source, while utilizing natural resources including rain barrels, permeable pavement, rainwater storage tanks, infiltration swales or curb bumpouts to contain water. Reports have shown that LID is the most effective and cost-efficient means of managing stormwater and abating water pollution. LID practices are designed to address runoff and pollution at the source. Other low impact development benefits include water conservation, groundwater recharge and greening communities.
Ninth District City Councilwoman Jan Perry reflected on the importance of the new ordinance. “This is a banner day for the City of Los Angeles. Water is a precious commodity in our city. The adoption of the Low Impact Development Ordinance brings home the message that improving water quality is a collective responsibility.”
The ordinance will require 100 percent of rainwater from a three-quarter inch rainstorm to be captured, infiltrated and, or used, onsite–at most developments and redevelopments where more than 500 square feet of hardscape is added. More >

LID Handbook Adoption at Board of Public Works

We are pleased to announce that on July 1, 2011, the City of Los Angeles’ Board of Public Works adopted the 4th Edition of the Development Best Management Practices Handbook – Part B: Planning Activities, which incorporates Low Impact Development (LID) principles and strategies.
The Bureau of Sanitation is working with the City Attorney’s office to finalize the LID Ordinance language. We plan to present the LID Ordinance and its associated handbook for Council consideration sometime in July.
A copy of the newly adopted 4th Edition of the Development Best Management Practices Handbook – Part B: Planning Activities can be found at www.lastormwater.org.

New Edition of LID Handbook Released

The Bureau of Sanitation is pleased to present the 4th Edition of the Development Best Management Practices Handbook – Part B: Planning Activities. The 4th Edition incorporates Low Impact Development (LID) principals and strategies that will assist developers in meeting the requirements of the pending LID Ordinance and is presented in three parts: Part B Handbook, Part B Handbook: Appendix A-E and Part B Handbook: Appendix F-L.
This version of the 4th Edition incorporates comments from our stakeholders and technical advisory group, which were received and evaluated for inclusion in the handbook. The Bureau will present the Handbook to the Board of Public Works for their consideration in late June. Then, the LID Ordinance with its accompanying Handbook will be presented to the City Council for their consideration and approval in early July.
The Bureau would like to thank all stakeholders who participated in the workshops and to the Technical Advisory Committee for their input and guidance in the development of this Handbook.

Much has happened since our previous Low Impact Development (LID) stakeholder meeting in January. We have completed the first draft of the LID Handbook and are pleased to provide it to you for your review and comment. Our staff has also been working with the City Attorney’s Office on finalizing the language of the Ordinance.

LID Ordinance Stakeholder Meeting on May 5

Much has happened since our last LID stakeholder meeting in January. Our City staff has begun working with the City Attorney’s Office on finalizing the language of the Ordinance and we’ve retained Geosyntec Consultants to assist us with the preparation of the LID Technical Handbook.
With work on both fronts moving forward, we will be holding our next meeting on May 5, 1:30 – 3pm at 2714 Media Center Drive (Training Rooms A & B) to once again update our stakeholders on our progress and discuss the draft LID Technical Handbook. A draft of the LID Handbook will be made available through our website on April 28th. If you plan on attending the workshop, please RSVP to LAStormwater@lacity.org.

The Lowdown on LA’s Low Impact Development

If you visited the LA Stormwater blog in recent weeks, you would have likely noticed postings on the Low Impact Development Ordinance (LID). In late 2009, the City of Los Angeles proposed a LID Ordinance, which would dramatically improve water quality in our city by incorporating LID strategies into the City’s already-existing stormwater requirements for development and redevelopment within the City. Several municipalities across the United States have already adopted such policies, including Los Angeles County, the City of Santa Monica, Orange County and San Diego County.
In case you’re wondering, what is LID anyway? In short, LID refers to land planning and engineering practices that mitigate the impact of stormwater pollution on the local environment. In December 2010 the City Council approved the draft ordinance, which was passed by the Board of Public Works in January of 2010. Once implemented the ordinance will drastically improve the quality of our City’s stormwater. The ordinance is now in the City Attorney’s Office, and from there it will head back to the City Council and Mayor’s office for final approval.
